Call Center

I called ABSA to make arrangement with them since I wont be able to honor my initial arrangement - they refused to help telling me there is nothing they can do . This will put me in the red further since I wont afford the amount they want me to pay. the call center people can force a person to get into arrangement without checking their financial status. i want to take this futher, where can i complain?
