Bondholders Consent ABSA Bank

Absa is the most useless and unhelpful bank i have the displeasure of dealing with.

I have a client that needs an Land Use application submitted at the Local Authority. A common requirement is a Bondholders Consent letter ( basic letter stating that they either approve of reject the proposed development? ) Its been 3 months and no-one we talk to can give us a number/ person or department to contact to get this letter. As a norm there is a time frame connected to a application but not even the fact that the owner will loose money will get ABSA to respond to the request.
