Bank Charges

I have been charged R270 for using the branch services, whereas my Card was put under a hold which did not allow me to use the ATM, I want to know, what was I supposed to do, if the Card did not swipe at Till-points and ATM's did not allow my services, but rather asked me to use the branch, and then when I use the Branch the charges were excessively high for using it, why? and what was I supposed to do - I want an explanation, as to how was I supposed to use my account? isn't R270 a lot money to charge on 4 transactions only - Total charges for my account was R536, is that fair for a Gold-Value-Bundle?
