Are your staff trained?

My father passed away recently and all of a sudden I had to assist my 89-year-old mum with banking and making sure her bills were paid. Requesting a SMS service on her account on 4 February 2015 became a huge issue. After long arguments about her physical disability and not being able to visit the bank if a car cannot be parked in front of the bank, a home visit was done for her to sign her documents to enable her to pay her rent with a stop order. Two clerks at enquiries worked on her requirements.
I phoned the bank on Monday to ask to get a process going to give me authority to sign for her banking needs. The acting bank manager said she would phone me and I am still waiting.
Today, 11 February, I went to the bank to transfer money (or at least to get the process going) to a supplier of a bed for my mum. It could not be done from her account and the clerk who assisted her partner on the 4th informed me that the stop order that was authorised on the 4th of February could not be used on the account.
I am not trained in banking and if I visit a bank I expect employees to be trained. I have been banking at ABSA for 25 years and this is the worst service I have ever received
