ABSA Vehicle Finance Passing the Buck!

I bought a vehicle on 15/09/2017 from an ABSA Approved Franchised Car Dealership and paid Cash.

At a later stage after not receiving my Registration Papers from the Franchised Car Dealership I found out that this vehicle is still under Finance with ABSA Vehicle Finance.

This is now 3 months later and I have still not received my Registration Papers for mentioned vehicle. The Dealership and their Customer Care Department is blaming ABSA for the delay in getting the Registration Documents.

I've contacted ABSA several times regarding this matter and are being referred from one Department to the other without any assistance!
