ABSA unauthorized credit inquiry

I would like to express my disappointment and anger at Absa's credit card department for performing an unauthorized credit inquiry, to sell me a credit card limit increase, which I never asked for. This has negatively affected my credit score, as I receive alerts and notifications from TransUnion.

Why is this practice allowed?

I would expect any institution to perform credit inquires ONLY when they have been given permission!
