Absa taking advantage of grieving people!!!

My ouma passed away in February we had to borrow money to bury her. There is a funeral policy at Absa which Absa does not want my sister to get because they need a letter where there is a executor appointed for her estate. She does not have an estate. We need the money to pay back the money that we borrowed for the burial. Can someone explain to me how is this possible?
