ABSA Stockbrokers and making FICA impossible

I am a Private Banking client with ABSA and have been for ~8 years. I recently attempted to open a Share trading account with ABSA Stockbrokers. The usual FICA information was requested. They however have an issue with the proof of address provided by my local municipality. The same proof of address that I have used with a couple license departments, financial institutions and cellular providers. Apparently the proof, while bearing the official municipal stamp, does not meet THEIR unique and exacting requirements. I am not sure what hoops they would like clients to jump through to meet these unique requirements, but they have made it impossible for me as that is as good as it gets with my municipality. FICA is a pain in its own right to law abiding citizen's (********* subvert it anyway), but institutions like ABSA Stockbrokers have just taken it to a new level of insanity.
