Absa - service to the community

I visited the branch at Ferndale on Republic with a request to have a document certified by the manager. My request was declined due to the fact that I do not hold an account with Absa. I find this appalling as commissioners of oaths are appointed by the office of the department of justice, not by the bank, and should not be charging any fee. I see the rejection of my requests as equating to the fact that, as I do not have an account and pay fees to Absa, the manager will not perform their fiduciary duty.
