ABSA cant deliver petrol cards in 4 months

I app**** for petrol cards for my business four months ago through my Banker Mr Ray Llale after waiting for these cards patiently for a month i was told that they lost the application and they will have to reapply. After submitting the second application and being told everything is now in order still nothing happened. It is now another 3 months later and after being **** to repeatedly by Mr Llale i reported the matter to his superior Mrs Okoko. SHe asked me to state m,y case in e-mail and she would sort it out. After getting the first mail from her promising me a response by end of business on 29 Sept till today no response and no cards. I can understand many thing but being **** to by Mr Llale is not something I can tolerate from my bank
