ABSA - BIG BROTHER

I recently app**** and received a British Airways/Absa credit card. I then app**** for a secondary card for my wife, After standing in a bank queue for half an hour I was advised that I need to produce a pay slip and proof of address (in addition to my ID card which I produced). What is the logic that they should require those documents for a secondary card, documents that I submitted to the bank not 3 months ago. Who comes up with these processes?
