ABSA ATM poorly managed

Withdrawal of 5000 on Friday 15/01/21 from ATM at Engen Rally Motors. Nowhere does it state withdrawal limit on ATM nor does ATM state you cannot withdraw that amount. It allows you to go through with the withdrawal but just doesn't give you the cash. Only statement saying money will be refunded into your account, mine being Capitec. So waited 24 hours and after phoning Capitec was told that the refunded amount can take up to 30 days! So they can keep your money and not refund it for that period. Why can't the ATM be programmed not to allow such a withdrawal amount.
