13 Months later, NO PAPERS for paid up vehicle

I have paid up my vehicle in Oct 2018 I have called various numbers over time ( ***...***/4.... ***/39 ..... ***) and were promised several times that the "documents are on the way"...... 13 months to (NOT) get my papers....... MY vehicle, PAID IN FULL................... so, send me my papers please !!!!
