Takes 4 months to respond to fine nomination

In May this year I sent an email through to the nominations email for an aarto fine with the completed form and the nominated drivers ID and drivers licence. In Sep (last week) I received and email stating I could not nominate a driver as there is a warrant of arrest out on this fine, please note that this response comes 4 MONTHS after I submitted the nomination. 4 months ago there was no warrant of arrest

Please can someone assist me in resolving this I was not driving the vehicle
