RITA/AARTO DRIVERS LICENCE RENEWAL

So can anyone tell me how you get hold of anyone at this business, i have tried for a week, 4x a day! RITA, cant help with anything?? So am i the only person struggling to resolve an infringement from 9 years ago, which by the way, never given any notice of this, now cant get a drivers licence! Come on, please.....what is a person to do????
