Paying an infringement is a nightmare

I am not surprised that they are a company that does not reply to complaints on HelloPeter.
I got my first infringement in many, many years on 17 April 2015 and have since then tried repeatedly to pay it
On the infringement notice, I cannot find a reference number, so I emailed the Aarto office as per the notice and 7 days later, no reply. I went onto their website as per the notice, this then directs you to payfine who does not have my infringement notice on their website, and after emailing them they stated that they did not cover this type of infringements on their website.
I then go to the post office to pay the fine and on two occasions were told they are off line. On my third attempt they were online 29 April, but my infringement still does not appear on their system and I must try again in 2 weeks. So back to the infringement notice, I telephone the no on it, only to be told that it is not the correct number. Now I wonder why do they make it so difficult for me to pay them!!!!!
