AARTO DISPUTE AND NO CONTACT INFO

I received a call from Pay City to inform me I have 2 fines on my vehicle due to not displaying my licence disc in the window and for not renewing my licence disc. The infringment was done in Pretoria, Paul Kruger street, 8:00 am , 19 August. However I was at work in Randburg with my vehicle which was fined in Pretoria at the same time... The AARTO website is not working where I need to file the dispute, no one is replying to the email on the AARTO-08 form I filled in and emailed. There is no phone number to call them, Pay city has no contact details for AARTO eventhou they receive infringements from AARTO.
