Aarto blocks temp drivers license

I have lost my driver's license and am forced to drive without for weeks, can't even get temp one the quick way. First, book online when you eventually get a slot. Then wait for your slot. Then am told it's blocked by Aarto. Then pay fine. Then wait for Aarto to unblock. It's now 2 months since license is lost and still I am waiting for aarto to Unblock. Can't they at least allow temp license immediately?
