Asking for more money after quoting and then not refunding when you ask for a refund on the deposit

We encountered a serious problem with a company that quoted us on shade nets for our carports at work. The representative who is also an owner of the particular company called AAA Shadeports in Boksburg quoted for our shade ports, netting only and to afix onto an existing structure. We were quoted by several suppliers and selected this company as their price was most favourable and we like supporting smaller entrepreneurs in the industry as we also are involved in donations for the less fortunate.

The representative upon receiving the deposit (R5500) which we duly paid came out to measure the area to make sure that the material that would be cut and be sown together would fit exactly. He thereafter advised us that the quote he gave us would not be sufficient and he asked for more money (additional R894). We felt that was unfair as he misrepresented his quote and advised that unfortunately he would need to refund us the money as he could not honour his quote.

Since 20th of August we have been waiting for the refund. Firstly, he threatened us over the phone that he will take off bank charges and administration costs which I declined and advised that he could not do as there is nothing on his quote that indicated such penalties in the event of the cancellation. Thereafter, he has been regularly telling us that he cannot access his email to make a payment and then he was busy with other jobs which defeats the lie that he hasn't had access to his email as how is he still doing business and receiving payment? I have the impression that this gentleman has no intention of paying us the refund and is using the delay tactic with different excuses every time. Please be ware of companies like this.
