NO DELIVERY

I ordered a parcel off this site on 10 July 2015. The package was sent from the US to South Africa by USPS as appointed by A La Carte. I still have not received the package. A La Carte says that it is not their policy to be liable for packages once shipped. USPS will not track the package (despite giving me a tracking number) outside of the US and referred me back to the sender. SA customs says that the package has never arrived in South Africa. Who is responsible? Why does the customer take the risk when it has no control! I demand a refund!
