Pay before confirmation that stock is on hand

Place an order and before they confirm availability, you have to pay them. Then they come back to you a week later and say item is out of stock, they may be able to source it 3 weeks later. No offer to refund and no guarantee if they will definitely have the goods. On follow up - they simply state "This is the estimated date (ETA) given to us by the supplier" Hello - I have paid you - if you can not secure the goods - then refund me immediately?
