Refusing to refund payment.

I ordered outer door handle cables for my Smart car. The consultant Lee sent me the wrong cables. After I informed him that I sent the cables back COD with Time Freight couriers he informed me they dont pay courier charges, they then refused to receive the parcel from Time Freight couriers. I paid for the charges from Pretoria west to Cape Town. They now refuse to refund my funds I paid for the cables unless they get the cables back, although they refused to accept the parcel.
