Paid a plumber in advance

Marlon the owner agreed to put in a new bath for me and attach a basin and cabinet and taps and do tiling. I paid him in good faith on the 28th of August, his subcontractors ran out of time and he said he would come back the next day to complete the job - he never did. Last week he came to my house to view his workers lack of performance and said he would come to complete the job this week but that I would have to pay extra. I am still hoping for performance.
