Can't pay back my money

I was granted an approved bond through the company and had to pay R11970 upfront for registration fees. They gave me a final bond approval, I paid all the fees, provided them with all outstanding documents. After TWO months there was NO company registered yet when I ask them for the tracking number they send me a **** CIPRO respond stated that our names where rejected they never did apply for a company. So we decided to cancel our application with 2 Fund you I send a email thru stating we are cancelling and want our money back Mr Andy Anderson send me a email back saying he will pay it the next month on the 8th of March 2016 back he never did pay it back. Now he don't answer any emails nothing to explain way he didn't pay my money back. He sins moved to Cape Town all I can say is please people be careful of 2 fund you I know of people waiting for there bond money over a year now. To register a company takes 5 working days not 2 or more months. Andy Anderson pay back my money. You promised me in an email you will clearly you **** in the email saying you are a honest business man.
