No delivery for the parcel

I was waiting for my parcel from my friend in Scotland Russia he send it on the 20 February 2015 and I was supposed to get it on the 23 February 2015 and I didn't get they said I have to pay R1850 I paid it on the 26 February 2015 still they did not send it they call me again saying that I still have to pay R2000 and I pay it on the 03 March 2015 and they still said I have to pay R1550 again do I really have to pay that much for my parcel. <br> Thank you
