Is this legal?

<p>I went into this store yesterday to purchase Vodacom airtime. When I presented my credit card, a transaction that I have done in the same store at least ten times, I was told that if I wished to use the card I had to buy items to the minimum of R40.00. In other wordsif you don't spend forty rand or more, no airtime. Is this legal?</p>
