Lack of EMS services Matoks area

Central 112 answered my call, after an accident where my niece was ****** and stabbed. My call was transferred to Polokwane EMS but the phone rang for long without being answered. The patient was transferred using a neighbours car to hospital bleeding a lot. What is the emergency line used for if it doesn't serve the purpose. Matoks area is worse It is the second time I called Matoks EMS through 112 and I never succeeded.
