Blacklisted

I got a settlement amount from wesbank, i settled the account in full 2 days later. Another 2 weeks went by and i got my reg papers, no problem there. The car is now mine and fully paid for.I was later informed that i still owe them (wesbank) another R4 157.20 which i am being blacklisted for.I sent a email stating that i need them to remove my name, that was back in 2009.To my surprise I find out last week that i am still blacklisted.I phoned today, spoke to 8 different people and 45minutes later and they are still helping me...
