one year and vodacom still slow

OK i stay 1.3 km line off site from vodacom tower (farm area)no trees or buildings in way.I have installed a ext antenna bought a new huaweu 3g router and 21mb modem.My upload speeds as per speed test dot net local is still slow I'm getting .2-1mb upload.My signal strenght not he bars the signal quality itself reads 27% on my new router with the antenna.I have locked many calls with vodacom and every time i get told i have to try this or that.i have done everything they ask me and still no luck.my enq ends up every time with there network department.I really getting no luck in winning from vodacom.My download speed is good up to 4mb 80% of the time but upload is low and latency is also bad.We don't get adsl due to cable *****.I use my connection to play on line games and my game lags and have high ping 85% of the time.Now can someone tel me been so close to a tower and antenna should i not get really good signal strenght or quality.Vodacom have me sort of by the goons as mtn is even worse.Going to try 8ta now and test.Vodacom needs really to look at their tower it word but the signal quality it sends out is bad and weak.I don't know what else to do.please i need help
