Empty promises

Got a contract with 200sms's and 50meg data for 24 months in April 2011. Phoned them on 31Jan 2012 to state that I don't recieve the sms's and data. Still no responce from them. Even spoke to the call centre Manager today. He said he will call me back in 10min. 8hours later and still waiting for the call. I would like to know how long it will take to sort this out? Also how they will repay me for the sms's and data I had to pay for that was supposed to be part of the contract.
