Rica Registration

We were all informed to have our cell to be rica registered which I accordingly did.
When contact expired I changed to Pay As You Go.
Virgin has disconnected this cell for over 12 months now. Why ?
I do use another cell as well.
Is this the type of service to be expected from this Service Provider ?
