Promotion advertised but no stock

This is a common problem with many promtions advertised .When you arrive at the store they say sorry we have not received stock yet.If you go a day or two later they may tell you it was sold out yesterday!
I do not understand that the public let them get away with this and not take more drastic action

The above store is known for doing this and I have had enough.I went there yesterday as they were supposed to have cat litter at R29 for 1.8 kg .When I searched the shelves they only had the 3.6 kg bag at R77.
I am not going back to this store as this was not the first time
This is the reason why Spar is getting a bigger share of the market as they at least do not deceive people like this .

Utterly Disgusted: I have not had any response from Pick n Pay .
This is disgusting !!!!!!
 All their nice talk about "value you as a customer " means nothing
