How can a system be that slow?!?!???

How can the department of labour be that slow, I have been holding on for 20 minutes and all the lady keeps telling me is "The system is slow" All I need to know is if a claim (dated 01/11/2010) has been paid. And beside the fact that I had to hold on 15 minutes to get through to these people. Also the company's employer assessment is still not done on a return that has been submitted in March 2011. What can we do to get some service out of these people....PLEASE HELP PLEASE PLEASE PLEASE...
