VERY BAD - 40 min before they answer their phones

It took me 40 min on my cellphone to report a power failure due to a faulty cable on the municipality side. ITs absolutely ridiculious to wait 40 min to report a fault. It happen last month aswell and I ;ve asked them to do a full investigation on this matter but still its not sorted out completely.
Please jack up you call centre of employ people that is capable to do their jobs

Who is going to pay my bill of my telephone to sort CITY POWERS problem out.
