2 years, 18 faxes, 4 visits and 23 calls later!

When we purchased our current property, an amount incorrectly billed and paid on the previous owners account was transferred to the new account - but the payment was not! So we went to Jorison street, supplied all documents requested and waited. We called in, and nothing was noted on the system so we faxed the documents - but were told upon follow up they were not received. We were contacted by collection agents and sent them the same documents, still nothing happened. In total I have phoned in 23 times and sent the same documents 18 times by fax and hand delivered them (3 or so hours wait each time) twice. I even wrote to the Major of Johannesburg at one stage out of frustration and got no response.
To add insult to injury, for a property where a R1500 p/m charge is the norm, I received a bill in April for R77000!!! But when I called in I was told not to worry, that it was an estimate (on WHAT formula??) I have been following up on having that corrected since April 2011 so that is almost a year now.
Johannesburg must be the least efficiently run City in SA.
