Refusal to Refund me my R 300.00

When using FNB online banking, I accidentally mistook a 9 for a 0 when entering my electricity meter number on a R 300 purchase.  City of Cape Town tells me to get it transferred to another account, it'll cost me R 250 and Ill need to come out and fill out a form at their installation office.

This is shocking. So where is my R 300 now - why does the City of Cape Town just get to keep it and now i have to spend more money just to get some power?
