I am being charged twice for 1 property for servic

In Fenruary of this year I took ownership of my property, had to pay R6500 upfront for estimated charges. The council is now charging me for services and rates on 2 seperate accounts for the same property. I have emailed them and the repsonse you get is that they will revert back to you and you never hear from them. How can they justify charging twice for the same property. How long does it take them to reconcile accounts? But you have to pay upfront, or you dont get a rates clearance certificate
